This article reports on the ongoing investigation into a 26 year old American who was allowed to have been shot twice by four men attempting to kidnap him. These kidnapers have been reported as not being part of any Muslim militia groups. They were impersonating Philippine police forces and as the US citizen was fighting them he was shot twice by an M16. The local police are coordinating with the US embassy in the ongoing investigation into this man’s death and relating crimes. They have yet to recover the body and are not likely too.

In diplomatic terms this can be a way for the Philippines to gain support against these militia and crime groups in their southern regions. This crime is one of the prime examples of how countries exercise their sovereignty within their borders and all crime even against foreign nationals as long as they happen within their jurisdiction. On the lower levels the US state department is responsible in aiding and pursuing this crime in their own rights.

This shows a prime example of some of the issues of constructivism as even based on peoples own identities they have conflicts on a base level. Even if their countries are at peace they have their own desires and attempt to exploit each other on all levels. The use of identities to explain how things happen will not always work as people are flawed on a lower level and make constructivism hard to do at a large level when we are unable to make peace with one another on a one to one level. This lends credence to realist theory where the world is in a state of anarchy at all levels from the personal to the state to the international level everything is in chaos.
