This article is about the new updated civil defense handbook that Taiwan released on September 11th. The handbook was first published in 2022 and they are just now updating it. The new handbook says that any news that Taiwan has surrendered is fake. It’s also to help prepare citizens for any crisis that could occur specifically to threats from China. The handbook is addressing misinformation as a major threat to Taiwan’s security. The handbook is twenty nine pages. The updating of the new handbook was overseen by deputy secretary general of Taiwan’s national security council. The article is also discussing how China has not taken away the pressure that they are trying to use to bring Taiwan under its control. Another thing that the handbook is discussing is security risks from any China made devices and social media platforms and AI. Lastly the article discusses being careful when discussing things like this with your children.
I think that Taiwan updated their handbook because threats from China have been increasing and Taiwan is trying to address any disinformation as a real problem. It also could be that they are trying to keep their citizen’s hopes up and don’t want them to be mislead on anything regarding China and they could be trying to avoid situations like what happened with Ukraine. Taiwan is doing all of this to avoid being destabilized from within. One lasting impact could be that Taiwan has a chance to become tougher and less vulnerable to any psychological operations or false information and this could help to deter China.
Some possible responses from Taiwan stakeholders could be that they feel protected but the new handbook could also lead people to feel that there is more of a threat so this could cause anxiety among the citizens of Taiwan. China would be more likely to criticize the new handbook and say that Taiwan is trying to garner sympathy and wanting to become a member of NATO through international support. The US and other democracies would probably be very supportive of Taiwan because this aligns with their views of government and the US tends to side with democracies. They could also use Taiwan as a model for information warfare preparedness.
Recently in class we have been talking more about sovereignty. Taiwan is showing a need for sovereignty by acting as a self governing country with its own democratic elected government, constitution, military and currency. China claims Taiwan as just a breakaway providence but Taiwan’s government rejects China’s authority and they believe that only their own people can decide what’s best for the future of their country. Another way that this connects back to class is through the information warfare that China and Taiwan are having. China has been using cyber attacks and propaganda that Taiwan has been defeated to gain influence. Taiwan has been a top target for these operations due to its proximity to China and its democratic government.
