This change in policy reflects that of Turkey as well, and a growing number of countries around the world which see the change in global polarity from a hegemonic to multipolar system. In order to benefit from this changing world order, leaders, especially in strategically crucial nations, must play the rising powers against each other to maintain their strength and sovereignty.

Rodrigo Duterte is an excellent example of this growing multipolar system, and how strategically important states are attempting to benefit from it. By threatening to remove U.S. troops and further align with the east, he can avoid sanctions and diplomatic consequences for his brutal “drug war” that has turned into a massacre. The U.S. and the west at large are fully aware of this, and as a result have taken few substantive steps to put an end to the violence.

This is a sign going forward that the U.S. must adjust its foreign policy or risk losing its allies to states such as China, who are far more lenient with human rights, and have largely avoided policies of regime change. Regime change policies may be effective in the short term, but eventually serve to alienate the population of the nations in which it is implemented. The populations, resentful of their puppet government, may overthrow or elect a future government which will be hostile to the U.S. By adapting to this growing multipolar system, the U.S. can remain relevant as an economic and political force, instead of a brutal hegemon alienating its allies and spending obscene amounts of their budget on the military.

Rodrigo Duterte, president of the Philippines has threatened to force U.S. troops out of the strategically vital nation, in a move strategically aligning the Philippines closer to China and Russia.
