He particularly noted it will not affect vaccine cooperations between the two countries as China continues to supply the Philippines with Sinovac sales and promises of Belt and Road investments.

Duterte also singled out the controversy of China’s alleged intentions to establish a permanent presence in the Julian Felipe Reef by settling it as a constructed island, stating the dispute would be handled quickly and diplomatically; Chinese state officials have since confirmed that they have no plans to permanently settle the Julian Felipe, giving credibility to Duterte’s other claims of soon seeing Chinese loans and investments breathe life into the Philippines.

The Philippines finds itself in an increasingly valuable geostrategic position between China and the United States. The American military has for decades held a strong military presence on the archipelago, and the Philippines has historically chosen to align itself with the US; however, mutual defense treaties ensuring America can operate out of the Philippines are expiring, elected Philippine officials find themselves angled against Western influences more each year, and China continues to provide more for the Philippines than of what the US is capable or willing to do.

China has lately helped the Philippines in unprecedented manners: their investments add to an economy recovering strongly from a long recession to tackle poverty and decline, and lately of note China has agreed to sell 25 million doses of Sinovac to the Philippines to adequately cover its poorer populations. With that being said, China also continues to infringe on Philippine sovereignty in the South China Sea especially, damaging their authority and industry through waters surrounding the island chain state.

Duterte is the sort of leader China believes could shift the Philippine axis: his actions as President are already praised (and criticized) as radical and populist, and he expresses anti-American sentiments, describing the US as parasitic to Pacific Asia at times.

In class, we learned about geopolitical realities and how a country’s capabilities for growth determine its value as an investment. This relates to the issue of a China-Philippines relationship because although the Philippines is geostrategically important to both poles of global conflict, there are far more profitable investments for China than the Philippines; most of their ENT is maritime, meaning China only needs to expand their seafaring authority in the South/East China Seas to exploit. China hasn’t yet materially invested in the Philippines apart from Sinovac sales, and they could likely keep the Philippines and Duterte hanging only on a promise for investment for as long as their government’s economy is stable enough to support whomever they already do now.

Irregardless, a brighter relationship with China will bolster the economy of the Philippines by enabling easier and less taxed exports into Southeast China. In the future, I expect the Philippines will continue to maintain diplomacy under China’s shadow and their authority will only shrink.

Link: https://www.reuters.com/article/us-philippines-china-southchinasea/philippines-duterte-calls-for-peaceful-resolution-of-china-boats-impasse-idUSKBN2BT12K This week, Philippine President Rodrigo Duterte has stated his intentions to maintain stable relations with China in light of recent encroachments of warships and fishing explorations in the South China Sea.
