This is something that they attempted in 2019 but failed. They now have filed a new reworked draft for this fight. They hope to remove the ban on Pyongyang exports of statues, seafood and textiles, as well as petroleum imports. China and Russia want the council to remove said sanctions “with the intent of enhancing the livelihood of the civilian population”. Some other things included in this draft is to lift the ban on North Koreans working abroad and exempting inter-Korean rail and road cooperation projects from sanctions. Several unnamed UN diplomats have said that they don’t expect this revised draft to get a lot of support. Russia and China have not yet scheduled any formal times to talk about this draft but for it to pass it’ll need nine votes in favor and no vetoes by the United States, France, Britain, Russia, or China to pass.

Analysis: This draft will not get allowed. The sanctions on North Korea are put on very purposefully by America and America’s allies. These sanctions are there to show that while America may not be at war per say with North Korea that America is still very much a superpower and that they are the sole power in a unipolar system. North Korea has also in recent months been pushing the limits with South Korea a close ally of America. North Korea has been sending missiles into South Korean airspace and has overall been keeping up its very hostile attitude to America and their allies. Putting all of this into consideration I see no way that America or their allies in Britain and France will not veto this movement. If anything I would foresee them increasing sanctions to show North Korea that America is a superpower and one that should not be messed with.

How this relates to class: This situation shows how a unipolar system really works. Since North Korea is seen as a threat to America and Allies of America, America sanctions them which is a strategy to force them into listening, which is an example to one of the solutions to the Collective Goods Problem which is to force a country into doing what you want via either actual force or threatened force and sanctions. But as we know there is a high risk of backlash from the country being forced against the country forcing them and we have seen North Korea lash out against America via threats or actions against South Korea, an ally to America.

link to article https://www.cnn.com/2021/11/02/asia/china-russia-un-sanctions-north-korea-intl-hnk/index.html Summary: China and Russia recently revived efforts to get the United Nations Security Council to ease sanctions on North Korea.
