Myanmar’s top general who seized power in early 2021, was excluded because he has not made progress in ending the nation’s extremely violent situation. The general overtook Aung San Suu Kyi and her party, despite her winning the countries election overwhelmingly in 2020. Ever since, the ASEAN has been under tremendous pressure to do something about the violence that has ensued since then. Usually, the ASEAN does not interfere in each others domestic affairs, and this straying from that principle has caused outrage and protest from Myanmar. Myanmar has claimed the generals exclusion to be a violation of their main principles. An ASEAN diplomat stated the reason behind the decision as this; “In serious cases like this, when the integrity and credibility of ASEAN is at stake, ASEAN member states or even the leaders and the ministers have that latitude to act,”.

Analysis: The violence in Myanmar has killed about 1,100 civilians, and locked up election winner Suu Kyi. Without intervention, the violence between opposing forces in Myanmar could very well cause Myanmar to crumble into a failed state. ASEAN had very few options on how to go about the summit with the issues in Myanmar. ASEAN has faced criticism ever since Myanmar was admitted into the association. I believe that ASEAN has made progress in creating a contingency plan to help end the violence in Myanmar and excluding them from the conference, but should probably go as far as to completely remove Myanmar from the association. The violence and crimes against humanity in Myanmar cannot be accepted or continue, and while ASEAN does not recognize the military as leaders of the country, they need to take steps forward to not recognizing Myanmar as a state at all, and setting forth plans to intervene and stop the crisis.

How does this relate to IR: The balance of power theory is very relevant in this event. The concept of several states power being used to balance the power of another states is a theme that has been used in this situation and will continue to be in order to balance and end the situation in Myanmar. Also, using the power of several states to prevent Myanmar from having too much power is crucial to prevent them from overtaking more states in the region and spreading more violence.

Link to article: https://apnews.com/article/joe-biden-business-myanmar-global-trade-southeast-asia-a4ceef105a9b278365c6b8165cc10184 Summary: The association of Southeast Asian nations, or ASEAN held their 39th annual meeting in Brunei, with all usual members attending, except for Myanmar.
