Myanmar has recently been struggling to get along with the IGO. After Myanmar imprisoned its former president, ASEAN rescinded the invitation of Myanmar’s new head of government General Min Aung Hliang to last October’s conference. The chair of ASEAN has changed since the invitation was rescinded to October’s conference; Cambodian Prime Minister Hun Sen, who now chairs the IGO, believes it important that Myanmar attend the summit. Japanese brewery Kirin Holdings recently stated that it will be withdrawing from its business partnership with Myanmar’s military government. Animosity between Myanmar and ASEAN partially stems from Myanmar’s lack of progress on a resolution pledging a desire for “cessation of violence” and more aid that was passed in April of last year. Although Myanmar agreed to the resolution, ASEAN countries allege that it hasn’t made much progress on improvements. Also putting Myanmar in hot water is its mistreatment of jailed president Suu Kyi, who, in addition to being suspiciously arrested, was not allowed to visit ASEAN envoys after imprisonment.

Rising tensions between Myanmar and ASEAN reflect the growing threat of authoritarian regimes on international cooperation and domestic prosperity. Situations like this have arisen in some countries in Africa and are currently ongoing with the Uyghurs in China, though garnering less interest than Myanmar’s. The U.S. should take an offshore balancing approach to this situation. Although the scenario requires U.S. attention, they must have faith that ASEAN will respond accordingly, as they have already attempted to do. The situation is concerning, and an egregious violation of Kyi’s rights. The situation in Myanmar threatens to potentially bring a severe economic crisis to the country. For instance, Japan’s brewery backing out of the country could result in the loss of jobs for many in an already impoverished country. If the military government of Myanmar doesn’t reinstate Kyi in a timely manner, the situation in the country will only worsen for its citizens and those of the surrounding countries.

Myanmar’s quarrels with ASEAN are an excellent depiction of the enforcement of international law. Although no laws are being broken, ASEAN is attempting to compel Myanmar to follow agreements that it previously agreed to. Since none of ASEAN’s attempts are working, I would expect sanctions and diplomatic boycotts would be the next measure that they use to compel Myanmar to improve its situation. However, IGOs, especially ASEAN, have limited influence on countries, as they can sometimes be easily ignored. How ASEAN compels members to execute desires is very similar to how the UN or EU would do so: through treaties, rescission of invitations, or sanctions.

Link to article: https://apnews.com/article/business-asia-myanmar-global-trade-southeast-asia-4a97335fd8c22ba8fcf39d4646b224ec Myanmar has declined an invitation from ASEAN to send a nonpolitical representative to its meeting this week, of which Myanmar is a member.
