Campaigning has already begun, and there are more than 18,000 government seats up for election. There are more than 67 million registered to vote in the Philippines, 1 million of which are abroad. Many COVID restrictions have been put in place for the campaign, such as a ban on handshakes and hugs, due to recent surges in cases. This does not stop some candidates from openly violating these rules while campaigning for votes, against the urgings of Election Commissioner Garcia. Other candidates have utilized social media, door-to-door campaigning, as in Marikina city, or driving through town in a pickup truck, as in the capital of Manila. There are also concerns about violence amid the elections. Recently, a motorcycle gang murdered the mayor of a town in Zamboanga, coupled with the 2009 massacre of dozens in Maguindanao. Despite being criticized for his harsh treatment of drug offenders, President Duterte has threatened to militarily intervene in any incursions.

The election in the Philippines will be an interesting one to watch on the world stage. COVID has made elections increasingly difficult for non-incumbents, as they haven’t been able to go out in public, which is taken to an extreme degree in countries with strict measures such as the Philippines. Eventually, I believe constituents will get fed up with the extreme COVID measures, as is seen by the citizens swarming to meet campaigning politicians. I would expect politicians who are more lenient on COVID measures to be elected, due to the extreme measures being taken in its mitigation that could possibly aggravate the citizens. It is also interesting to note that unrest associated with elections is also seen in Myanmar, which is in the same region as the Philippines. I wouldn’t be surprised if the U.S. and its allies got more involved in the politics of the Philippines in the near future, in order to potentially stop the influence of China in the region.

Although comparative government lectures have just begun, one can already analyze and compare the government operations of the Philippines to other countries. Firstly of note is the presence of factions and violent force in elections. These are seen in many authoritarian countries such as Myanmar. Also, the presence of local elections means that the Philippines are a partially decentralized government. The class has also discussed increasing U.S. involvement in the Philippines and its surrounding areas, mostly to curb Chinese influence in Asia. It is also of note that the Philippines have had multiple constitutions, compared to the U.S.’ singular constitution, as analyzed in class.

Link to article: https://apnews.com/article/covid-health-asia-campaigns-race-and-ethnicity-f280e876e4c9d6d253464a06109457cb Amid concerns of COVID and violence, elections in the Philippines are coming up on May 9th.
