That changed, however, on the 7th when, in a bid to strengthen security and defense cooperation between the two countries, Japan lent two F-15 fighter jets to The Philippines. This move could cause slight complications for The Philippines’ on going trade discussions with China. Japan’s defense minister said that the move will “not only aid Japan’s national security, but it will also lead to both countries actively contributing to the peace and security of the international community.”

Japan has had an increased interest as of late in increasing national and regional security because of its western neighbor, North Korea’s, aggressive weapons testing. In mid November this year North Korea launched a missile that landed just 130 miles off the coast of Japan. This launch led to widespread condemnation by a number of asian-pacific nations, and the United States. North Korea has since continued firing weapons into the ocean as a threat, with The United States and Japan joining in, firing their weapons into the ocean as a counter threat. It is also worth mentioning the fact that this move will likely anger China, and was likely designed to do so. China and The Philippines have been in contention over rights to the south China sea for some time, with Filipino President Bongbong Marcos recently referring to the South China sea as “the West Philippine sea”

Japan is Currently acting as a defensive realist state. They are making moves, not to gain power and influence by force, but to insure their own national security against foreign adversaries. North Korea on the other hand is acting as a trademark offensive realist. They have been using these “weapons tests” to try and threaten other countries and gain more influence in the area.

https://asia.nikkei.com/Politics/International-relations/Indo-Pacific/Japan-sends-fighter-jets-to-Philippines-for-1st-time-in-air-force-exchange Before the 7th of December 2022, Japan had only dispatched fighter jets to two foreign countries, Australia and The United States.
