https://www.reuters.com/world/asia-pacific/vietnam-upgrades-ties-with-japan-highest-level-2023-11-27/

Vietnamese president Vo Van Thuong visited Tokyo and declared Vietnam relations with Japan as a “comprehensive strategic partnership”. Vietnam recently became comprehensive strategic partners with the United States in September adding to the list of South Korea, Russia, India, and China. Vietnam has set to increase relations with Japan because Japan is a prominent source of foreign investment and a large bilateral trading partner. Japanese investors in Vietnam include Canon, Honda, Panasonic, and Bridgestone. Vietnam also looks to help support global supply chains and foreign investment from their partnership with Japan. Vietnam and Japan have both had maritime disputes with China recently which led to Japan loaning Vietnam money to build patrol vessels.

Vietnam designating their relations with Japan as a comprehensive strategic partnership is important because it signifies Vietnam’s desire to have a larger part in global trade. It makes sense for Vietnam to seek to be allied with Japan because of Japan’s amount of foreign investment and loans to Vietnam. The Vietnam and Japan partnership will be mutually beneficial to both partners in expanding the economic relations they already have with each other. I think one of the main factors that propelled Vietnam and Japan’s partnership into motion was China’s recent tensions with surrounding countries and the United States and how that affected the supply chain. China’s current issues have led other countries, like Vietnam, to start to look at how they can be less reliant on China and start making deals for the most economic prosperity. In the future, Vietnam may look to add on to its list of comprehensive strategic partners and seek partnership with other countries.

Vietnam’s comprehensive strategic partnership with Japan connects to class by illustrating the pillar of focusing on trade in the Kantian triad and how countries’ relationships can benefit from being trade partners. Vietnam and Japan are examples of this because their relations officially started in 1973 with Japanese exports to Vietnam and have since continued as Vietnam and Japan have strengthened their trade relations. Japan’s loan to Vietnam so Vietnam could build patrol vessels for China also shows how a shared interest of security can create interdependence. Vietnam’s choice to designate several comprehensive strategic partnerships around the world can be looked at through the Kantian international environment which says that states are partners that use cooperation and non-violence.

Link to article: https://www.reuters.com/world/asia-pacific/vietnam-upgrades-ties-with-japan-highest-level-2023-11-27/ Vietnamese president Vo Van Thuong visited Tokyo and declared Vietnam relations with Japan as a “comprehensive strategic partnership”.
