They now consider their relationship upgraded to a &#8220;comprehensive strategic partnership&#8221; and agreed to work on technology transfers and start a new Japanese aid program for its military. They also hoped to grow as each other major trade partners whether that be through fuel wood, broadcasting equipment, or insulated wire. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China has quickly become a major threat in the region. They have an authoritarian government which can become dangerous for other countries around the globe because of the policies and programs they tend to implement. Japan and Vietnam have noticed this and decided it was best to become partners and build up in case China becomes more powerful. Not only has Japan and Vietnam started to become cautious about China together, they have also acted separately to monitor China&#8217;s progression. Under the Official Security Assistance Japan agreed to provide coastal surveillance radar in the Philippines which is in very close proximity to China&#8217;s territory, Taiwan. With this new radar they can ensure that China isn&#8217;t starting to take over the countries bordering them to gain more power and control.\u00a0While Japan did this, Vietnam just continued to strengthen their defenses. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In class we have discussed collective security. This term means an alliance between actors that oppose an aggression.
