This conference will be held in Dubai and have over 70,000 attendees, 140 of which are various heads of state. While on this trip for 5 days the Prime Minister of Vietnam also plans to have an official visit in Turkey with the Turkish officials. They have had diplomatic relations since 1978 and are leading business partners in the Middle East. Even though the countries have billions of dollars in trade and investments with one another, Pham Minh Chinh will be the first Vietnam Prime Minister to ever have an official visit in Turkey.

With this visit, the Prime Minister will be able to discuss the dozens of projects they have invested in and set an example for the future leaders of Vietnam. This meeting will likely allow them to grow a stronger bond as leaders. When leaders are well acquainted it creates more trust and opportunity for their countries economic growth and overall success. With the publication of this event, other countries may be at ease or unsettled by their strengthened partnership which could cause a shift in the surrounding countries behavior.

In class, we have discussed complex interdependence. Complex interdependence is the cooperation of countries because it is in their own national interest for economic prosperity and stability. In this case, both countries are investing in one another and holding this meeting with the full intent of improving their own country. Another term we have discussed in class is constructivism. Constructivism is that states will behave based on their external and internal identities. Their identities are things like norms and values. In this situation, Vietnam and Turkey have very similar identities. They have very similar governments and because of this they choose to work together.

Link to article: https://e.vnexpress.net/news/news/pm-leaves-for-cop28-official-visit-to-turkey-4682331.html On November 28th, 2023 the Prime Minister of Vietnam, Pham Minh Chinh left to attend the 28th UN Climate Change Conference of the Parties (COP28).
