If approved in the House, it would need to pass through the Senate and be signed by the president. However, both Hong Kong and China both vehemently oppose the bill. It had already passed in the House 413-3 on September 10. Since the U.S and China already have rocky diplomatic relations, the passing of this bill will only further increase these tensions. Hong Kong’s government made their opposition painfully clear, stating that it was “politically driven” and violated international law. China’s Foreign Ministry in Hong Kong also stated that countermeasures would be taken if this act was approved. Considering the U.S’ reliability on Hong Kong for trade, China is warning that this act goes against American interests and the US government should deny the bill as soon as they can. However, opinions are mixed. The Hong Kong Democracy Council, based in Washington, states that the bill was a necessary response against Hong Kong’s human rights abuses.

This article is extremely important. The U.S has trade relations with both China and Hong Kong, so if this bill is passed, all parties involved would receive economic downturn. Hong Kong provides us with valuable electronic equipment, as well as other commodities, the U.S will likely suffer from a national shortage of electronics. On top of that, passing this bill would mean Hong Kong no longer gets support from U.S representatives. However, the U.S believes this bill shows that they stand in solidarity with the Hong Kong people. The 2020 security law imposed by China that crushed anti-government protests provoked the U.S into taking away Hong Kong’s preferential trade status and imposing sanctions on high-ranking officials. This bill is only increasing the amount of punishment pressed on both Hong Kong and China.

If this bill is passed, China and/or Hong Kong may impose sanctions on the U.S due to the act not being in high favor with either state. While such a drastic step may not be taken immediately, trade will certainly decline between Hong Kong and the U.S. However, in the meantime, both states’ threats are something the U.S will have to take into account due to the power behind China, as well as economic relations between the two superpowers. We have recently been discussing IGOs in class. China is a member of the UN and would likely receive backlash from other members if the state imposed anything deliberately hostile onto the U.S. Hong Kong does have its own currency and laws, however foreign policy has to go through China. This would mean that anything involving Hong Kong and the U.S, whether it be trade, sanctions, or any sort of agreement, would need China’s approval. This will influence how Hong Kong would respond should the bill be approved.

Link to article: https://apnews.com/article/hong-kong-us-bill-close-offices-aaad870e737c952b77c29c94dc98ab08 The U.S House has recently proposed a bill that would potentially close its representative offices in Hong Kong.
