A Philippine navy frigate, the Jose Rizal, made radio contact with the submarine which identified itself as UFA 490. The subs intent was to wait for improved weather conditions before continuing to Vladivostok, Russia. The Jose Rizal and other Philippine naval vessels escorted the submarine in order of maritime regulations. President Ferdinand Marcos Jr. commented on the submarines presence in the Philippines exclusive economic zone (EEZ) stating “That’s very concerning. Any intrusion into the West Philippine Sea, of our EEZ, of our baselines, is very worrisome.” Since China and Russias “no limits” partnership, tensions have been rising between Manila, a U.S. treaty ally, and Beijing over claims in the South China Sea and naval exercises carried out within the region.

China and Russias agreement and partnership has impacted pacific island countries significantly over the past year. China has been flexing its military muscles within the South China Sea which has disturbed other neighboring countries that fear military action. The South China Sea has recently been utilized by the Chinese military for naval drills and military exercises. The presence of this Russian sub has confirmed many fears within the region of the stronger alliance between the two countries. Russia now sees the South China Sea and the Philippines exclusive economic zone as areas where Russian military vessels are able to travel. A Russian sub within Philippine waters should definitely disturb a country that has an alliance and friendliness with the United States, an enemy of the Russians.

Philippine president Ferdinand Marcos Jr. may step up Philippine naval presence in the region in lieu of another Russian vessel crossing through their EEZ. He may also call on the U.S for political support to warn Russia of what may happen if they try that again. Since no direct military action had been taken by the Philippine navy, other than an escort, the Russians may move more vessels through the EEZ to test how far they can get with president Marcos. If no action is taken, Russia may see this area as able to move military forces through. The Philippines has a small navy, which lacks any real usable power. Its hard power is not very developed so it relies on the United States for its military backing. The U.S. unipolarity is also being challenged by rising global powers such as China. Russia is not a rising power but still very viable in the world today, and their military presence is felt all over the world, and it has directly impacted the Philippines.

Link to article: https://www.reuters.com/world/philippines-marcos-says-reported-presence-russian-submarine-very-worrisome-2024-12-02/ On November 28th, a Russian Kilo-class submarine was spotted 80 nautical miles off of the coast of Occidental Mindoro.
