A ceasefire was called by the resistance government on April 2 in order to allow for humanitarian aid, but Myanmar’s military has continued to carry out airstrikes, impairing the UN’s ability to deliver desperately needed aid. Before the earthquake, Myanmar was already experiencing a humanitarian crisis, with the earthquake only exacerbating the conditions millions are subject to.

Considering the anti-democratic position of Myanmar’s government and the fact that much of the country’s territory is thought to be controlled by the resistance, their decision to continue attacking is reprehensible but not surprising. Additionally, in their declared ceasefire, the resistance government still retained the right to self-defense – which was primarily what their military offensives are to begin with – so their decision was admirable but, again, not surprising. This call for a two week ceasefire – and the refusal to comply with it – seems to indicate that the two sides are not likely to reach a diplomatic agreement any time soon. However, the earthquake still may change the balance of the war, if only due to how it may have depleted the resources of each side.

Aside from the UN, which is, naturally, concerned with humanitarian crises around the world, China is the main stakeholder in Myanmar’s civil war, as they have both a historical, cultural connection with the country and have invested economically in Myanmar’s economy. However, China’s dealings with Myanmar are state-centric – they are not concerned with supporting a certain side of the civil war from a moral standpoint, they just want stability in the region for the purposes of relations, therefore, they are content to work with whichever group is in control of the state.

This is an example of the limitations of intergovernmental organizations, even as they are able to provide some benefits. The UN lacks the capability to prevent Myanmar from continuing military offensives in order for them to deliver aid and thus cannot fully address the humanitarian crisis. However, even a little bit of aid is better than none and, even as the UN cannot solve the conflict or help the vast majority of citizens, they are providing a valuable service.

Link to article: https://apnews.com/article/myanmar-un-earthquake-humanitarian-crisis-military-e0393776ba191819ae6a3e33d6538ce8 Myanmar, who has been embroiled in a civil war since 2021, has been hit with a devastating 7.7 magnitude earthquake in late March of this year.
