China’s Finance Minister Lan Foan has stated that the Chinese department of finance is open to cooperation with other countries in the region, emphasizing the need to build trust. This statement is in response to China receiving a substantial 145% tariff from the U.S due to Trump’s sweeping tariff policy. The tariffs put in place will economically affect most Southeast Asian states, as many of these countries have relied on exports to the U.S for economic growth.

China, Japan, South Korea, and the 10 countries that make up ASEAN (including Indonesia, Singapore, and the Philippines) all have economies that have heavily relied on U.S trade for their economic growth in the past few decades. However, this may become unprofitable due to the tariffs that Trump has put in place for all other countries. This means that these countries need to find a way to rely on each other and move away from the U.S as a business partner in order to keep their economies stable. Increased cooperation may be hard in such a divided region, but it is the best way to stabilize the economy when facing such a drastic change.

If Southeast Asia can find a way to cooperate effectively, the tariffs—likely intended to damage China’s economy—may end up damaging the U.S economy instead. This outcome could result in the tariffs being greatly reduced or removed entirely, which is favorable for China. However, some countries, such as Vietnam, have shown they are more willing to negotiate the tariffs with the U.S than to cooperate with China. While the tariffs apply to all countries, the ongoing trade war is focused on China, and the terms of negotiations for reduced tariffs may include a reduction of trade with China. If some countries of the region do not cooperate, and instead choose to negotiate with the U.S, the terms of the negotiation would likely damage the Chinese economy even further.

ASEAN is an IGO with ten member states: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. The IGO was created with the intention of increasing stability, peace, economic growth, and development in Southeastern Asia. It was created in 1967 by a multilateral treaty called the ASEAN Declaration. The declaration served as a constitution for the ASEAN IGO, outlining the goals, purposes, and functions of ASEAN and providing the details of a process to modify the terms of the declaration and an out clause detailing the negotiation process for states that decide to withdraw from ASEAN. This declaration is a form of international law.

https://www.scmp.com/economy/global-economy/article/3309125/china-urges-japan-south-korea-and-asean-deepen-cooperation-amid-trade-war-turbulence China is encouraging Japan, South Korea, and countries in the Association of Southeast Asian Nations (ASEAN) to increase economic collaboration in order to combat the tariffs that the U.S has put in place.
