This surplus shows how much the tariff policy Trump is putting in place will impact the Japanese economy. Trump stated that he plans to put a 24% tariff on Japanese goods, though this has been put on hold for 90 days due to widespread financial panic. The tariffs are causing a lot of economic changes in Southeast Asia as a whole, and Japan is one of the countries that has chosen to negotiate with the U.S in an attempt to lower the tariffs and save its economy.

The tariff policy Trump has proposed is having an especially harsh effect on the Southeast Asian region. The first reason being that China, a key power in Southeast Asia, is the main target of the trade conflicts. This affects all of China’s regional trade partners. The second reason is that many Southeast Asian countries have economic systems that heavily depend on U.S manufacturing exports for economic stability and growth. These countries, called Asian tiger countries, have made incredible profits through U.S tech exports that their economies may not be able to support if the industry loses its value. Japan is one of these countries, which puts it at risk of a greater impact from the tariffs.

Japan has already begun negotiations with the U.S, which is what we are likely to see from the other Asian tiger countries as well. For these countries, the economic system is so focused on U.S exports that negotiating the tariffs is easier than reconstructing the economy to accommodate them. Because the trade war is mainly focused on China, the U.S will likely make decreased economic cooperation with China a term of negotiating for lower tariffs. If countries like Japan agree to this, China could become more isolated and lose economic growth. These negotiations also have the potential to cause divides in the region depending on how these next few months play out.

The negotiations that take place about the tariffs will likely result in formal treaties or agreements between the U.S and each of the negotiating countries. These formal agreements will likely have terms that the countries must follow to receive lower tariffs and details about what the penalties may be if these terms are not met. These treaties or agreements are a form of international law. International law is what allows trade agreements, defense treaties, and IGOs to function, relying on the idea that all the countries involved will respect that formal treaties and agreements are considered legally binding. If these treaties are not followed, countries can sue one another in the ICJ, but the ICJ does not necessarily have the means to enforce its rulings.

https://apnews.com/article/japan-trade-tariffs-trump-d23573689292edd7b3cea7496438a4a0 Japan has reported a 63 billion dollar trade surplus with the U.S, meaning its exports to the U.S exceed its imports from the U.S by 63 billion dollars.
