The facility, planned for Clarksville, Tennessee, will be funded largely through a strategic partnership in which the U.S. Department of Defense takes a 40 % stake and Korea Zinc holds less than 10 % via a joint venture; the rest of the financing comes from U.S. loans and subsidies. The project is part of Washington’s broader effort to reduce reliance on China for critical minerals and supply chains for electronics, defense, and industrial technologies. The announcement sent Korea Zinc’s shares higher. Korea Zinc will start by acquiring existing U.S. mining assets and the only current U.S. zinc smelter before constructing the new integrated refinery. Some major shareholders have criticised aspects of the plan, but management argues the project aligns with strategic economic goals.

This contract extends far beyond a simple business transaction, it represents the United State’s greater effort to re-source raw materials away from competing powers. The United State’s reliance on Russia and China for materials, rare earth minerals in particular, gives these nations leverage over the U.S. By partnering with Korea Zinc, an ally state, the U.S. is effectively increasing its defense and power over China while simultaneously strengthening domestic industry. This can be tied to Trump’s greater effort to domesticate production of goods over the past several months, ultimately aiming to cut any dependence on competing states.

The U.S. is likely to view this agreement as a success and a step towards alliance based supply. The U.S. may also pursue more economic partnerships with Korean business as a means to shift trade from China. South Korea, similarly, will see the contract as a success in strengthening its partnership with the U.S. Heightening the interdependence between the two states, South Korea benefits not only monetarily, but also through increased U.S. reliance. While not mentioned in the article, China may view this agreement as part of a “containment” strategy, with the U.S. attempting to limit China’s trade capabilities.

This agreement strongly symbolizes interdependence, the liberal idea that increased cooperation between states fosters peace and security. The United State’s economic cooperation with South Korean industry gives South Korea an increasingly important role. Not only does this make conflict between the U.S. and South Korea more costly, it makes South Korean conflict with any nation costly to the U.S. This dynamic is favorable to South Korea as it motivates the U.S. to defend and ally further. On the other hand, the U.S. is lessening its interdependence with China, which decreases Chinese economic leverage and power.

Link to Article: https://www.aljazeera.com/economy/2025/12/15/korea-zinc-plans-7-4bn-us-minerals-refinery-with-washingtons-backing Korea Zinc, the world’s largest zinc smelting company, has unveiled plans to build a $7.4 billion minerals refinery in the United States with substantial backing from the U.S. government.
