At the latest replenishment summit in Johannesburg, many European countries announced reduced commitments, and the EU itself withheld a specific pledge pending budget negotiations. Initial funding totals reached only $11.34 billion, far short of the $18 billion target, prompting concern from civil society groups amid rising malaria cases and disrupted responses to major diseases. Key leaders, including Ursula von der Leyen and Emmanuel Macron, were absent, signalling shifting priorities. Major donors such as Italy, France, the UK and Germany all scaled back contributions, though a few states, like the Netherlands, increased theirs. The retreat mirrors U.S. aid cuts and raises doubts about Europe’s future role in global health.

This article highlights issues of the EU cutting and fight AIDS tuberculosis and malaria period several EU member states have announced cuts to the contributions.Although all countries are still contributing a large amount the amount needed to sustain these efforts as not being reached. This can create higher death rate for those with AIDS tuberculosis or malaria .Some reasons why these Cuts have been put into place or because the EU is Shifting priorities to focus more on political pressures within Europe and focus on domestic issues,Migration ,security and defence. Global Health will begin to decrease.

Some large cuts are countries such as Germany ,an EU member, and the United Kingdom, a former EU member which have reduced their individual pledges. Germany committed 1 billion, down from 1.3 billion while the UK committed 850 million down from 1 billion. Along with that,The European Commission did not announce a specific amount for the next funding cycle at a recent summit because its next long-term budget (2028-2034) is still under negotiation, leading to uncertainty about the total EU contribution until around 2027.

This is connected to what we discuss in class because it discusses IGOS as well as NGOs humanitarian efforts because they also affected by these cuts in global funds and change in priority or overall focus of a country.

link to article –https://www.euronews.com/health/2025/11/24/global-fund-faces-shortfall-as-eu-and-other-donors-cut-contributions Europe’s historic leadership in global health is slipping as several EU governments cut donations to the Global Fund to Fight AIDS, Tuberculosis and Malaria.
