Spain most likely received this offer because they were one of the first to criticize America after the US-Israeli attacks on Iran. Spain is hesitant about this offer because of the fact that the risk might not be worth the reward since they already lack an abundance of vessels in that area.

My initial feelings for this article is that this is most likely going to be made a bigger deal than it actually is. Nothing of great magnitude is most likely to come from this just because of the point the author makes about how Spain will most likely not act upon this offer just because of the possible anger from needed European allies and the lack of trade vessels in that area already. To me, I view this more as a diplomatic attempt to create any allies that Iran can because they can sense an attack may be on its way.

If I am Spain there is no way I would act upon this request. Spain has historically been neutral throughout all world wars and becoming a pseudo ally of Iran would just get them into unnecessary conflicts. Because of their already lacking participation in the Hormuz Strait before the conflict, there is rarely any benefit to angering an entire continent of allies before a potential world conflict.

Iran is definitely utilizing soft power, but, not in the way that they want it to seem. Iran is disguising diplomacy as interdependence to cover up their preparation for a potential conflict. Most likely, Iran does not actually care that Spain spoke against the US-Israeli attacks. But, they do care about making friends in Europe so they’re finding any reason to entice European nations that don’t already have very strong opinions on the conflict on their side by offering them goods.

Link: Link Iran has come out to say that they are willing to support aid to Spain by giving access to the strait of Hormuz to them after creating their massive restriction.
