In response to the US’s proposal to expel Gaza’s residents and redevelop the Palestinian territory, Egypt, endorsed by Arab leaders, has created a counterproposal for the rebuilding of Gaza. Arab leaders who endorsed Egypt’s plan include leaders of the UAE, Qatar, and Saudi Arabia. Egypt’s plan is to begin with a phase based upon geographic recovery, including demining and setting up temporary housing locations for refugees. Later, the plan shifts to a focus on building and maintaining essential infrastructure for residents to rebuild their lives. In terms of governance, Egypt aims to work with Palestians to create an independent and professional Palestinian administrative committee, whose responsibilities would include the oversight of humanitarian relief and the management of the Gaza Strip until the return of Palestinian Authority to the state. The Palestinian President has openly stated his support for Egypt’s plan and calls upon President Trump to support a plan in which Palestinian residents may remain in the Gaza Strip. In terms of the region, any proposal will require buy-in and agreement from the rich Gulf Arab states. However, the current fluctuation of the Israel-Hamas ceasefire and shifting of negotiations may place obstacles in the way of the rebuilding of Gaza.
This article is important because it discusses the variance in perspectives/method of the rebuilding of the Gaza Strip between the Western world and other states in the region. As Egypt continues to build support for its proposal from the Gulf States, who can help provide necessary funding and resources to the Strip and its residents. Egypt’s proposal would prevent residents of Gaza from being forcefully moved during the rebuilding process, which currently is a pillar of Trump’s plan. I think that if Egypt can amass enough support for its counterproposal, the US will be forced to either, 1, support the Egyptian plan as its regional allies (Saudi Arabia, UAE, and Egypt) push for it. 2, I see the US creating a new proposal for the rebuilding of Gaza that unproportionately benefits Israel, but eliminates the need for Palestinian residents to migrate away from their home.
In class, we have been discussing security threats. One example of a security threat that is consistently associated with a medium-high threat level is terrorism. In terms of the Israel-Hamas conflict, Hamas are seen as the aggressor, who are designated as a Foreign Terrorist Group by the US State Department. Hamas, a militant Palestinian group, has the goal of replacing Israel with an Islamic state in its location. Because of support coming from Iran, Hamas is known as a state-sponsored terrorist organization. The threat of Hamas is high because of support received from Iran, as well as their capacity to continue insurgencies against Israel on the West Bank even as their leaders have been methodically assassinated since conflict began in 2023. Response from Israel has been the outbreak of war, and internationally, the response has been the pushing of ceasefires and a solution to the humanitarian crisis in Gaza.
