The Trump administration’s special envoy to the Middle East, Steve Witkoff, announced the launch of Phase Two of President Trump’s 20-Point Plan to end the Israel-Hamas conflict in Gaza. This new phase shifts focus from maintaining a ceasefire to demilitarization, reconstruction, and establishing a transitional technocratic Palestinian administration to govern Gaza. The U.S. is demanding that Hamas fully comply with its obligations, especially the immediate return of the last deceased hostage, warning that failure to do so will bring “serious consequences.” The plan has backing from regional mediators, including Egypt, Turkey, and Qatar.

This development matters because it represents a major shift from merely holding a fragile ceasefire in Gaza to actively reshaping Gaza’s governance and security landscape. By pushing for demilitarization and a technocratic administration, the U.S. aims to reduce Hamas’s power and prevent future escalations. If successful, reconstruction could stabilize Gaza physically and politically. However, the plan’s success depends on cooperation from Hamas and regional partners, and could create tensions if seen as imposing external governance. Lasting impacts include reshaping power dynamics in the region, influencing Israeli-Palestinian relations, and altering U.S. diplomatic standing in Middle Eastern peace efforts.

The Trump administration framed Phase Two as a logical next step in ending the long-running conflict, emphasizing demilitarization, reconstruction, and a temporary technocratic government in Gaza. Officials stressed that all obligations must be met, or Hamas will face serious repercussions. The U.S. highlighted cooperation with Egypt, Qatar, and Turkey as key diplomatic achievements. Israeli leadership has generally welcomed U.S. pressure on Hamas to disarm and comply with the peace plan’s terms, seeing it as reinforcing Israel’s security goals. Hamas and allied factions have criticized the U.S. plan, with officials calling it a “recipe for creating chaos and tension” in Gaza, arguing that outside governance and demilitarization undermine Palestinian self-determination.
