Elections have been continuously delayed since 2013, until on Tuesday, the emir announced that elections will be held in October of 2021. The council has 45 seats, but 15 are appointed by the emir, and citizen’s will be given the opportunity to elect the other candidates. The legislative body hasn’t had any significant influence over the creation of policies, but mostly just advises the emir on administration. Along with the elections next year, the council will be given more functions and power. Not only will they be able to draft laws, they will also approve the national budget, and dismiss state rulers/ministers.

The official announcement of elections for the legislature introduces a broader sense of democracy to the region. Neighboring countries like Kuwait and Bahrain, although they are small, also have elected legislatures. Ultimately, the heads of state have the final say, but the election process gives citizens more participation in the functioning of their government. Citizens have more of a say in who represents them, which makes society more satisfied with the government. Hopefully, after the elections next year, Qatar will be able to follow through with their constitution and hold regular elections for the Shura Council.

Increasing the powers of the legislative government will provide checks and balances for the head of state, the emir. The political environment isn’t expected to change, but there may be a higher satisfaction among citizens with the ability to participate in elections. Qatar is a very prosperous country, due to its riches in gas and oil, and is increasing its prominence on the world stage. The introduction of democratic and liberal values in the government will make them a stronger player in the international world.

Article Link: In a referendum in 2003, Qatar’s constitution approved holding the elections for 30 seats of the Shura Council, which is the country’s legislative body.
