With a combination of the military strengthening and civilian unrest, Sudan’s military seized power in a coercive government takeover on October 25, 2021, thus dissolving the military-civilian government. Leaving the country in turmoil, the current military chief, General Abdel Fattah al-Burhan is now facing relentless backlash internationally as well as domestically. Most recently, the United States, Britain, and surprisingly Saudi Arabia and the United Arab Emirates all called for the restoration of Sudan’s civilian government. They all called for the detainees arrested in the coup to be released, overturning the military coup, and a peaceful restoration of the Sudanese government. Burhan wants to create a technocratic government and he has said he is willing to commit to a democratic transition along with the elections in July 2023. The World Organisation Against Torture and many lawyers are trying to reach the alleged 36 civilians still being held captive but are unable to find locations and receive no help from public prosecution and police. Burhan will most likely release the detainees in the near future to invoke better remedial talks.

Both the UAE and Saudi Arabia showing their support for a civilian-led government in Sudan is an important and surprising declaration. With their good relationships with many military commanders in Sudan, both countries were expected by analysts to back the new regime. With the support from the UAE, one of the most financially successful countries globally and regionally, and Saudi Arabia, one of the most powerful countries in the middle east, I foresee that it will force the restoration of Sudan’s government and an end to the state of emergency and Burhan will be unable to resist foreign and domestic pressure. As the United States, EU, and Britain declare their support for the civilians of Sudan, it will cause the rest of the world to shed light on this issue and likely feel the same way.

From a global level, it can very clearly be seen that the regime change in Sudan has not been beneficial to the people that inhabit the area. However, the solutions to this issue are much more complex as conflict has existed in Sudan since 2003. The United States, the single power in the current unipolar international system, has given their endorsement to Sudanese civilians along with calling for the end of the current coup. From the realist perspective, with the United States on top, and with a similar statement from other regional powers like the UAE and Saudi Arabia, the concept of power should create increasingly cooperative behavior from the military chief. These countries’ support of the civilian led government should encourage good behavior from Sudan as, from a realist point of view, countries will listen and agree based on who has the most power in the world and they fear what world superpowers can do to them. Hence, the state of anarchy above the state level with no global police force to control the human rights issues in Sudan and how other countries tend to only be controlled by the leading countries.

Link to article: https://www.reuters.com/business/cop/sudans-ousted-pm-hamdok-agrees-return-lead-government-al-arabiya-tv-2021-11-03/ In Sudan, the government, called the Sovereign Council created in August 2019 to last until 2023 elections, consisted of the military sharing power with officials appointed by civilian political groups.
