Syria has remained in a civil war for over 11 years, and its leadership is notorious for human rights violations. The UN has declared Syria an unsafe country to return to at the moment. Syria’s government/militias reportedly have carried out direct attacks on civilians, restricted access to aid, and subjected refugees to unlawful detention or torture in the past, and likely carry on with these activities currently. With voting rights heavily restricted in Syria, Bashar al-Assad has been re-elected four times and receives little checks on his power, so the situation is unlikely to change or notably improve.

Although Syrian refugees may be physically safer in Lebanon, they are no better off financially. Lebanon has been sinking deeper into its financial crisis after many wars and continued political unrest. Poverty is at an all-time high and is only exacerbated by the refugees, who require resources and aid, and dwindle Lebanon’s power with their needs. With the highest number of refugees per capita in the world, Lebanon is certainly looking to dispel a significant amount soon. While Syrian refugees need a place to stay, Lebanon will always put its citizens first and can only protect refugees within reason.

Overall, protecting the Syrian refugees is not within Lebanon’s national interest and impacts the country negatively. They may have to choose between maintaining peace or gaining better stability. Keeping refugees would avoid a tarnished reputation they would gain in the public eye if Syrians were sent back, as many human rights groups have spoken out in protest of Lebanon’s Twitter declaration, so there is plenty of merit in extending further hospitality to refugees. Unfortunately, Lebanon will likely follow through with sending them back as that is within their best political interest.

https://www.aljazeera.com/news/2022/10/12/lebanon-to-begin-returning-refugees-back-to-syria-in-batches On October 12, the Lebanese presidency announced on Twitter that they will be sending Syrian refugees back to Syria without further comment.
