On November 24, the United Arab Emirates confirmed the arrest of the three Uzbecken men who murdered Dubi resident, and Chabad emissary Rabbi Zvi Kogan. Legal proceedings have already been reported to have begun against the three men. The UAE has increased the number of Jewish and Israeli visitors since the signing of the 2020 Abraham Accords. Israeli Prime Minister Benjamin Netanyahu called the mixer an anti-Semitic attack and promised that the men and those who dispatched them would face the full extent of the law. Israel also claims to have evidence that Kogan was under surveillance from Iran. The Chabad chairman called for the world to protect their Chabad emissaries.<\/p>\n\n\n\n

The UAE seems to have taken the production of the murderers quite seriously. This makes sense, considering they have passed many laws against religious extremism, which they define as any action that disrupts public order, promotes hate speech, or denigrates other religions. Many of these laws pertain specifically to Islam, Christianity, and Judaism. The three men will be tried in Dubai and face whatever verdict is handed to them. Israel probably won’t have any say in the proceedings or verdict. But Israel may go after Iran if they believe that the Iranian government had something to do with the murder.<\/p>\n\n\n\n

The main stake holder is the UAE who already responded to the event by arresting the murderers and opening an investigation against them. Uzbekistan holds a smaller stake in the matter as they have had good relations with Israel in the past and the two countries seem to get along. If they are to do anything they should probably make a statement that they condemn the actions of the three men and promise is that they will help the UAE with the investigation where ever they can. However, Uzbekistan doesn\u2019t have to do this and they don\u2019t hold much power for many to care what they do. Israel holds a small stake in the situation also as Kogan was an Israeli citizen but there is nothing much that they can actually do as the three men are going to be tried in Dubai and Kogan has already been returned to Israel for burial.<\/p>\n\n\n\n

This case concerns two main global actors: The state of UAE and the NGO Chabad. These two actors have good relations as the UAE was swift in the capture of the three murderers, even if we take a more cynical approach that they were acting to keep peace rather than help provide justice for Chabad and Kogan. Chabad is the largest Jewish Nonprofit organization in the world. Its branch in the UAE was to help Jewish or Israelite citizens traveling to the UAE after the Abraham Accords. With Kogan being a member of Chabad, his murder is suspicious as he holds no political influence in the UAE whatsoever.
