The efforts of the Lebanese government to rebuild these areas have bean slowed due to the economic situation in the state. They do not have the resources to sufficiently compensate those affected. In their place however the terrorist group Hezbollah has offered compensation payments to people affected by the war. They have mobilized reconstruction teams relying on support from Iran. The Lebanese government is still attempting to develop a full reconstruction plan.

This demonstrates how NGOs can step in in the face of a government being unable to support its own people. This could be one of the contributing factors to why Hezbollah has a lot of support within the southern portions of Lebanon. Another factor in this situation is Iran’s interests as they also want Hezbollah to be a strong proxy to pit at the Israelis in the future. The lack of a cohesive response from the Lebanese government points signs to a potential failing of the state in the south if Hezbollah gains even more of a foothold than it already has in the south they could become much more independent and more volatile similar to the Gaza Strip.

To tie this into our class this could be an international security concern for Israel as if once again the get attacked by Hezbollah they do not want to repeat the fighting they have already done in this region. Or even worse have to do a full scale ground invasion like they have previously done in Gaza where the fighting will drag on take a toll on those living their and also take a heavy toll on the lives of IDF troops.

Article Link After the Ceasefire stopped the war between Hezbollah and Israel many Lebanese wish to return to their homes and rebuild after their destruction during the war.
