This planned attack was thwarted by Syrian intelligence. The Syrian authorities arrest the members involved in this plot to protect this religious minorities. This shrine has been a target of past Islamic State attacks including one attack in 2023 that killed 6 people the night before a Shiite holy day of Ashura. The shrine has been under tightening security as the Lebanese caretaker Prime Minister Najib Mikati visited Damascus to discuss border issues between Lebanon and Syria.

The Syrian government will be able to gain more legitimacy through protecting its citizens since the overthrow of the previous regime. The high priority of national security make sense for this government as they need to keep the people support high and criticism leveled towards the regime change to a minimum. This helps legitimize the overthrow of the Assad regime. This also helps show that Syria is more wiling to partner itself in global counterterrorism efforts. While the Non-state actor of the Islamic State is focused on using targeted violence to incite regional instability. This strategy worked previously during the Syrian civil war but as that has come closer to a close with the overthrow of the Assad regime this means they have less ability to capitalize on the ongoing violence in the region.

This comes to what we are discussing in our class like international securities. This helps Syria put itself in a position that other countries see as a more welcoming of cooperation to counter terrorism in the region and outside of it from Islamic extremists. This can help the new regime inside of Syria gain more legitimacy from its people and the world and position itself more favorably towards a more peaceful future.

Article Link This article goes over the Islamic State organization that planned a bombing on the Shiite shrine in Damascus.
