She was 1 of the 19 UN staff detained on August 31, 2023, during raids of UN offices, which was part of broader Houthi crackdown on international orginizations operating in Houthi controlled terriroty. The Houthi arrests took place right after the death of Houthi Prime Minister Ahmed al-Rahawi and several ministers in an Israeli airstrike. An even more complicated situation unfolded as a result of Israeli airstrikes in Yemen, which killed 35+ million people, including two local journalists, and caused damage to the national muesum of Yemen. The Houthis, with the backing of Iran, have launched missiles and drones at Israel in support of Hamas. At this time, Israel airstrikes on Hezbollah targets in Lebanon, despite a ceasefire negotiated by the U.S.

The events surrounding the detentions of UN staff and accompanying airstrikes show the growing role of Yemen in the regional conflict in the Middle East. the Houthies’ contempt for a internationally recognized norm could be viewed for leverage potential political gain. The actions of Israel mapped a reduced threat but rsked creating oppertunities where other illlegal activities of the Houthis could be leveraged in response to sanctions and without military authority. Damage to cultural heritage enhances humanitarian suffering. The increased regional tensions accelerate instibility complicating peace building processes, especially in an inceasingly tense and precarious part of the world.

The Houthis could resolve diplomatically by releasing the remaining UN staff. It is likely, Israel would pursue some indirect talks, but it would need to quickly, and discreetly be prepared and maintain military capabilities to defend, even at. pre-emptive level, no matter where that may take them. The UN could call for accountability, for attacks on cultural property, while Jordan could approach to act as a mediator. The international community could turn to once more targeted sanctions and humanitarian assistance within both short and longer term options.

This case relates to sovereignty, legitimacy, and human rights. While the Houthis detaining UN staff, makes claims to legitimacy feel weak, Israeli air strikes bring serious legitimacy questions to the level of power that includes sovereignty. Also, targeting journalists and causing damage to cultural property are serious huma rights violations. The wider, regional conflict underscores interdependence, as Yemen connect fighting in Gaza and Lebanon, and shows how quickly local conflicts become regional crises.

Link to article: https://apnews.com/article/israel-yemen-houthis-national-museum-839302a16035f8de113e4193bb2dcaa2 After several days in detention, Lana Shukri Kataw, the Deputy Director for UNICEF’s office in Yemen anad a national of Jordan, was released in Sanaa by Houthi rebels, and has since returned to Jordan.
