Three truckloads were turned in from Beddawi and five from the largest refugee camp in the country, Ein el-Hilweh. These weapons were from factions of the Palestine Liberation Organization (PLO). The camps in Beirut and Tyre also have a history for the same turnover more recently. The militant Islamist factions in Ein el-Hilweh were not part of the agreement. The camps, which are home to tens of thousands of refugees, are outside the control of the Lebanese state. Refugees are politically, economically, and socially marginalized and socially marginalized and vulnerable because they face limited citizenship. limited employability, and high risk restrictions on property ownership.

The turnovers are a rare transfer toward disarmament and offers hope for the possibility of incorporating Palestinian camps into Lebanon’s security architecture, if it diminishes the chances of violent encounters like the fight resulting in 30 deaths in 2023. The lack of inclusion of the Islamist factions limits the power of the agreement. Also, it assures the ongoing balancing act of for Lebanon, i.e., maintaining order and avoiding confrontation with armed groups. While Palestinians remain in the legal/diplomatic limbo invoked from resilience and resentment.

The Lebanese government’s effort to engage armed groups could be expanded to also consider non-PLO factions. The PLO leadership could use the pathway to seize an oppertunity for political legitimacy. Islamist factions might be more inclined to disarm if given assurance of personal safety. They might also be supported by international actors who provide financial resources to develop the camps, with in the end, relate to disarmament.

The example contains discussions of sovereignty, political legitimacy, and human rights. Lebanon forfeits its sovereignty in the presence of the armed opposition outside state direction. The PLO having some form of participation, changes its political legitimacy. Also, not including the non-PLO reduces the potential for peace. The restrictions against refugees highlight abuses to human rights and predominantly situated in a contextual model of refugees and access to works and property. The circumstances further demonstrate how increasing state non-state actress can dictate national security policies.

Link to article: https://apnews.com/article/lebanon-palestinians-weapons-refugee-camps-f28675f1c6b0b1ab52c0ad792baba39b Palestinian factions in the Ein el-Hilweh and Beddawi refugee camps in Lebanon turned over truckloads of weapons to Lebanese authorities on Saturday in another effort to remove arms outside state control.
