The deal will cost Iran $25 billion for four powerplants on a 1,235 acre site in the Hormozgan Province, north of the United Arab Emirates and Oman. The new reactors could, as according to Iran’s nuclear agency, generate 5GW of electricity, which is 5 times more than the country’s nuclear power currently produces. This news comes amidst discussions over American-Israeli strikes on alleged Iranian nuclear assets, while also correlating with current talks in the United Nations Security Council on sanctions against Iran. Russia and China have been indispensable allies, providing the means for Iranian infrastructure and military build-up, and continue to work together to create a greater presence regionally. For Iran, the new nuclear powerplants would help prevent massive electricity shortages which have plagued the country, and would assist their greater relationship with Russia.

While civilian nuclear power is entirely safe and supported, other nations may question what Iran’s true motives are. The country has been on the cusp of attaining nuclear weapons, and, from the western perspective, it appears that Iran is seeking the nuclear option once again. The immediate impacts will be a larger supply of electricity for the Iranian people. However, as states have an inherent need for energy to facilitate scientific, commercial, industrial, and militaristic expansion, from the western view, it is feasable to state that Iran may use that extra power for less peaceful purposes. Nuclear power is a keystone for economic growth, strategic advances, and regional influence, and if the construction is completed, Iran will be able to boast all of these benefits.

The Iranian position runs counter to Israeli and U.S. regional interests. Both have a stake in the region and the overall stability in the region declines when Iran gains access to any nuclear alternatives. The deal solidifies ties between Iran and Russia, and opens the door for potential new ones with China, too. If Iran uses these new sites to create nuclear weapons, as Israel and the U.S. have claimed previously, then the new sites could be hot sites for potential conflict in the region. Will the U.S. and Israel allow these sites to be built?

Israel and Iran have a history of conflict, with frequent military clashes. As in class, alliances are being made between Iran, China, and Russia, and likewise between the United States and Israel. China and Russia are giving Iran the “tanks” and money to supply them because Iran is “contiguous” to Israel, and the U.S. is supplying Israel because they are “contiguous” to Iran. The U.S. and Israel have stated their mistrust that Iran would simply use the power for civilian uses, and because of that will eventually attack. The essential question, then, is: who will have the most tanks?

Article: https://www.aljazeera.com/news/2025/9/26/iran-and-russia-sign-25bn-nuclear-plant-deal Russia and Iran have reached an agreement over the construction of four additional nuclear reactors in southern Iran.
