French Foreign Minister Jean-Noel Barrot says the meeting will press Iran to return to its obligations under the defunct nuclear deal, while also addressing the situation of two French nationals who were released from Iranian detention but are still barred from leaving the country. The visit comes as Iran signals little urgency to resume indirect talks with the United States, insisting negotiations must be based on mutual interest and rejecting U.S. conditions as unfair. Araghchi argues regional politics are shifting in Iran’s favor, criticizing Israeli actions and leadership. The latest round of U.S.–Iran talks collapsed after Israeli attacks on Iranian nuclear sites triggered a deadly 12-day conflict, followed by U.S. strikes on key facilities. Meanwhile, UN sanctions on Iran were recently reinstated under the JCPOA’s snapback mechanism, further intensifying pressure on Tehran.

When I found this article I thought it was interesting because of France’s motivation to negotiate and cooperate with Iran. As France is allied with the United States through NATO, and the US sides with Israel, I was wondering about the difference in relationship France and the US have with Iran. The US history with Iran consists of the withdrawal of the nuclear deal with Iran in 2018 and this year specifically, the US bombed three Iranian nuclear sites. France seems to want to regain cooperation through the IAEA and Tehran Iran. This meeting was also important because France wanted two French citizens released from Tehran after being let out of Iranian detention. So France seems to just want compromise with Iran and pressure on Tehran.

Each stakeholder involved will respond differently as Jean-Noel Barrot, the French Foreign Minister is pressuring negotiation on Iran and Araghchi dismissed reported US conditions as illogical and unfair. After the meeting of negotiation, Araghchi would not cooperate with the US and follow up with the nuclear obligations. Both France and Iran discussed regional developments like conflict in Ukraine and even though they turned out to have a lack of agreement within the meeting they are both willing to take part in future discussions.

This event is between two states who are negotiating multilaterally. This can also be considered unilateral considering France wants to negotiate with Iran and Iran is being more stubborn, which can also lead to interventionism, like it did between the US and Iran. I think in the sense of constructivist theory, France and Iran are at the Lockean stage of international environments because they’re recognizing each other and trying to come up with agreements, however they are still not friends. France is focusing on international institutions because they’re trying to get Tehran to cooperate with the IAEA.

Article: https://www.aljazeera.com/news/2025/11/24/france-seeks-progress-on-nuclear-dispute-as-araghchi-set-to-visit-paris France will host Iranian Foreign Minister Abbas Araghchi in Paris this week for talks aimed at reviving cooperation between Tehran and the International Atomic Energy Agency (IAEA) amid stalled nuclear negotiations.
