Naval drills based in the Indian Ocean hosted by Iran have been observed to be joint with Russia and Oman. English TV press says these actions are to grow, “collective security in the region, expand multilateral cooperation, and display goodwill and capabilities to safeguard peace, friendship and maritime security.” Participating states will work to protect maritime trade security and routes and improve rescue and relief operations. This is an example of Iran’s growing military cooperation with Russia due to tensions with the U.S.

These are strategic actions and messages facing regional tensions due to Israel’s war on Gaza, and the Houthi attacks in the Red Sea. As the Houthi rebels aim for international targets, these naval drills could be seen as resistance to U.S. Military presence. Naval drills are showing Iran’s military capabilities and connections, almost as a warning to other regional and Western rivals about its preparedness for an attack on their interests.

There are many different stakeholders involved, including the participating countries, Russia and Omen, and the nine observing states including, Saudi Arabia, Qatar, India, Pakistan, Bangladesh, and Thailand. Russia’s participation is significant as it expands its global influence, especially during the Russia-Ukraine war. Both countries’ participation shows the evolving alliances. Observing countries could change policies by engaging with Iran, Russia, and Omen, and shifting their alignment with other countries instead of the United States or other powers.

Iran is pursuing these joint Naval Drills to protect their national interests and global support. As tensions between Israel and Iran rise, Iran will have maritime support from the Russia and Oman states. You can tie their cooperation back to reciprocity through military support, diplomacy, and maritime trade security. Russia and Iran both face Western Sanctions and as they work together, their military capabilities grow and challenge Western powers. From a diplomatic view, Iran’s communications with Oman show cooperation and responsibility for protecting Trade routes in the Indian Ocean. Also, Iran and Russia’s drills are a signal to Western powers that they can handle their security without their input. As the US and other powers may continue to place sanctions, for example, Iran and Russia will respond by growing their own alliances.
