NEW DELHI: Former chief ministers and many other VIPs will no longer be allowed to drive right up to aircraft at airports in their home states, in their own vehicles. The aviation ministry has decided that “tarmac access<\/a>” to such have beens’ will neither be open-ended, meaning the permission will come with an up to date, nor be allowed in their own cars and they will have to use airport ferry vehicles.<\/p>\n

The decision comes seven months after the ministry withdrew former Bihar CM Lalu Prasad Yadav<\/a> and wife Rabri Devi\u2019s permission to drive up to the tarmac \u2014 right next to the step ladder of aircraft \u2014 while they fly in and out of Patna in their own car. The ministry realised two things that the permission given to the Yadav couple in 2009 was open-ended. And driving right up to the vehicle in their own car meant boarding aircraft with bags that were able to dodge security checks.<\/p>\n

These loopholes have now been removed to ensure misuse in future. \u201cNo one will be allowed to take their own car to the tarmac except those who are permitted by protocol. And the tarmac access permission will not be open ended,\u201d aviation secretary RN Choubey told TOI on Wednesday.<\/p>\n

Exceptions may, however, be made on medical grounds if someone uses a retrofitted car.<\/p>\n

Chief ministers’ vehicles are allowed tarmac access at airports in their state. This facility has been extended in the past to CMs at airports outside their states too for security or health reasons. Over time, the same was given to ex-CMs in their home state on a case-by-case basis. Since it did not have an up to date, the out-of-power VVIPs continued enjoying it for years.<\/p>\n

For instance, Lalu Yadav resigned as Bihar CM in July 1997 after getting embroiled in the fodder scam and wife Rabri Devi\u2019s third term as CM ended in March 2005, the Congress-led UPA had in 2009 granted the Yadav couple\u2019s vehicle tarmac access at Patna airport. They enjoyed this till July 2017.<\/p>\n

While only 30 categories of top VVIPs \u2014 ranging from the President to SPG protectees \u2014 are exempt from security checks at Indian airports, people not on the exempt list but enjoying tarmac access also get the same benefit as they straight alight from their car and board aircraft \u2014 with neither the VVIP nor his or her bags being checked. Often such VIPs have people accompanying them who also fly without any checking.<\/p>\n

In Lalu\u2019s case, for instance, the Bureau of Civil Aviation Security<\/a> (BCAS) had received a complaint about the ex-CM often being accompanied by some other person (not Rabri) in the car to board planes from Patna and their hand baggage also getting on board unchecked straight from the car.<\/div>\n<\/div>\n
