This neutral position isn’t due to an interest in remaining untouched by the conflict- rather, it’s motivated by a balancing act to stay friendly with both sides. India has avoided voting for actions to be taken against Russia in multiple cases (5, to be exact). Despite urges from the EU to make a decision, India so far remains steadfast in it’s decision to avoid decisions. India’s ties to the EU are due to a desire to ward of China’s increasing interest to India, but India also has a long history with Russia diplomatically. After an Indian university student in Ukraine was killed, there was a push from Indian citizens to push aback against Russia, but there’s been no avail so far. Currently, many Indian students in Ukraine are awaiting evacuation from the country. Although many agree that India will have to eventually make a decision on where their government stands in this conflict, it’s unlikely that the EU will be the driving factor in this change. As of right now, it seems that the only thing that will sway India is a move from China (who also maintains neutrality for the time being, but is expected to sway towards Russia). If China sways towards Russia, it’s believed that India will counter by swaying towards the EU.

India’s relationship with Russia dates back most arguably to the Cold War. After a mutual relationship with each other in the late 90s, Russia and India have remained distant ties, and commonly trade with each other. Most well known is Russia’s supplying of weapons and defense equipment to India. Roughly 60-70 percent of India’s weapons and defense equipment are Russian. Additionally, Russia is helping India to build it’s own defense weapons and equipment. India has started to diversify it’s suppliers, but it will be a long time before they rely minimally on Russia for defense. On the other hand, India’s extreme dissatisfaction with China drives part of their anti-Russian appeal. China and India have a long history of border conflicts, resulting in a few wars and conflicts along the way. Additionally, both countries are attempting to build infrastructure along the border, leading to multiple clashes.

India’s precarious balance in between both sides boils down to a question of alliances. There was an article that I thought summed it up pretty well, which was titled ‘India is stuck in between a rock and a hard place.’ India’s alliances with both the EU and Russia have developed into an unsatisfactory dilemma for them. I doubt that the EU will impose sanctions on India, but it’s possible that consequences will come for countries that attempt to maintain neutrality in the case of such a serious human rights issue. The question becomes: how long will it take until India’s neutrality is forced to boil over?

https://www.aljazeera.com/news/2022/3/9/what-india-position-russia-ukraine-war-means-european-union-ties Amid the Ukraine and Russia conflict, India has attempted to maintain a fairly neutral position.
