This is a part of the Belgrade – Pristina dialogue proposed by the EU. Both Kosovo and Serbia are attempting to gain membership in the EU. Kosovo declared its independence in 2008, an act not recognized by Serbia who still views Kosovo as a breakaway territory, so tensions have been extremely high for decades, especially following the Kosovo War in the late 1990’s, where over 13,000 ethnic Albanians were killed with thousands still unaccounted for. A key point in these discussions is the creation of serb municipalities in Serbia.

This event has great historical significance because of the region’s violent history. After decades of tension, war, and hostility, this meeting between the heads of government from both Serbia and Kosovo is important. An agreement would be hard to reach in most likelihood, considering the ethnic divides and polarizing stances that have been taken in the past, but a change the the relationship between the two states and bring stability to the region as a whole. The prospect of war between the states is still present in reality, so this could also do the opposite and plunge the region into chaos and violence.

In international relations we have discussed the pattern of ethnic divides throughout the world that have formed due to various factors, such as the self declared independence of breakaway states, as well as imperialism and colonialism. Since the borders of many states are drawn in accordance with geographical features instead of populations and communities, deep ethnic divides are common in many areas of the world. In this case, the divides also occurred because of Kosovo’s declaration of independence that alienated certain groups of people. Many people of the same group are also divided between the two states as well, which creates massive tension.

Article: Kosovo, Serbia leaders resume talks in Brussels to normalise ties Serbian President Aleksandar Vucic and Kosovo Prime Minister Albin Kurti are convening in Brussels under EU foreign policy chief Josep Borrell with the goal of smoothing relations and addressing heavily contended issues.
