The plane was a Qatari Emiri Air Force C-17 Globemaster which landed in Port Sudan around 415 miles north of the Sudan capital which is a hotspot of the fighting. the port was largely spared from the fighting and has become on of the few safe transit hubs in and out of the country. The conflict began on April 15th after much escalation and has continued on despite cease fires being declared.

Qatar is trying to provide aid to the refugees within Sudan who are fleeing the conflict, the nation is not alone as the UN and other nations will all take steps to provide aid and bring a resolution to the conflict. Sudan does not have a stance on the issue as it is currently divided and not worried about foreign policy and events all too much. Hunger will become an increasingly pressing issue as the conflict draws on and assistance from other nations and international organisations will be vital towards helping the Sudanese citizens survive the conflict.

Regarding comparative government, the intrastate division can be clearly seen in Sudan. there are two major military groups which means two major power groups both of which want control over the nation. The generals vying for power can be represented by individual level analysis while the Qatar airlift is a foreign policy decision which was made without a Sudan statement because the conflict has relegated the country to intrastate decisions and stripped it of its ability to function as a unified state on a diplomatic scale

Link to Article: https://apnews.com/article/qatar-sudan-fighting-evacuation-flight-304ab9456e118d2638c7f9bd65c97473 Early Saturday, Qatar had a relief flight fly into Sudan with around 40 tons of food and would then leave carrying 150 evacuees as the fighting within Sudan continuous between the two Sudanese generals fight for power.
