In a public statement, the Prime Minister of Sri Lanka, Narendra Modi stated unequivocally that the government of Sri Lanka would not allow its ties to China to the detriment of the national security of India. This statement is in strained questioning however, as Sri Lanka is notably reliant on Chinese economic investment, and prior treaties, having allowed Chinese Research vessels to dock at Sri Lankan ports.

These vessels, classified as research ships, can be used for dual military and civilian purposes, and the Indian government is especially worried that these vessels may carry on them surveillance equipment to spy on the Indian military and defense infrastructure. These claims are not unfounded, as it is reported that the ships can track missiles, and satellites. Sri Lanka has responded by banning the docking of the vessels for a year, however it is in question if this ban will be renewed or extended given that the Sri Lankan government is in upwards of 20% of its national debt owed to China alone.

This could heavily impact the region as China’s external foreign policy is well known to be apart of the “Belt and Road” initiative taken up by China to establish global infrastructure for the exports of its manufacturing based economy. India could further pressure Sri Lanka into cutting ties with the Chinese government and its “research” vessels in the region, whilst possibly providing economic benefits and loans to do so, in attempts to drive Sri Lankan debts to China down as much as possible. Sri Lanka faces the precarious issue of having to handle an ongoing economic crisis internally that China has been most recently solving with its investments into infrastructure and manufacturing.

I think it may be likely that Vietnam, Indonesia, Thailand and India work on a joint plan to try and sway the Sri Lankan government away from the grip of China given that they are seemingly more western-faced, and many of these nations hold long-standing grudges both against China and its communist party. It’s like for China that it will continue to try and pressure to Sri Lanka to change its ban on research vessel dockage, especially given its refusal to restructure Sri Lankan debts through the IMF sourced from the Chinese government.

As for how this connects to class this is apart of geopolitical theory, where China is adapting to a mix of organic and heartland theory–subjugating and expanding its influence, although not directly through territorial annexation, but effectively puppeting a Sri Lankan government through economic dependence. As for a heartland theory connection, it aims to control the primary resource of Sri Lanka, its cheap labor and manufacturing based economy. If China is capable of controlling Sri Lanka effectively and turning it to its sphere of influence, it may pose serious threats to the future of South and Central Asia.

Link to Article: https://thediplomat.com/2025/01/sri-lankas-dilemmas-over-chinese-research-vessels/ Sri Lanka has found itself in the heat of a raging debate between India and China over the future of the allegiances of the same island nation, and who it will continue to pander to in years to come.
