Turkmenistan hasn’t had an official visit to France in 14 years, however the visit was kept relatively quiet from the press. Turkmenistan has always kept their relations very private, and they’ve taken an isolationist approach in their regime. The meeting with the French president went very well, with agreements being signed about energy, infrastructure, education, and culture. The meeting was thought to have gone very well overall, and many are anticipating the growth of relations between Turkmenistan and France in the future.

The meeting between the 2 countries held a lot of significance, especially for Turkmenistan. The visit solidified the commitment of Turkmenistan and France to enhance their partnership, which is putting Turkmenistan on the radar of other western countries for future bilateral relations. It’s also beneficial to both states to have established a deeper economic relationship, considering that it diversifies the economy in this region. Their agreements on improving the infrastructure are likely to benefit neighboring countries as well. I think these agreements are important to Turkmenistan’s economy and culture, and I am excited to see what other, if any, relations they build in the future.

I think the meeting between Turkmenistan and France is very important to both of them. There are a couple different perspectives to this argument, and not all are necessarily positive. France will most likely take this as a win for the EU and its relations in Central Asia. It’s a difficult region to establish partnerships with, especially under the watchful eye of Russia, so it’s important for both France and the EU that they made these agreements. Turkmenistan will obviously take this very favorably, as this establishes international prestige, and supports their idea of being neutral in their foreign policy. Russia and China, however, are staying cautious. Russia sees Central Asia as its sphere of influence, so now it has to watch out for what the next moves are. China has investments in Central Asia through the BRI, and they might take this as a challenge from France.

In class, we’ve been learning about human rights and international law. Turkmenistan has always been known to have a very repressive regime, putting restrictions on freedom of speech, religion, and press, and having an undeveloped judiciary. Turkmenistan has an incredibly low score of 1/100 on global freedom, which does not even come close to France’s 89/100. France, as a part of the EU, supports human rights, democracy, and freedom. It is very likely that the lack of civil society in Turkmenistan will be brought up by France as their connection grows.

Link to article: https://timesca.com/letranger-paris-hosts-the-reclusive-leader-of-turkmenistan/ Recently, Turkmenistan’s ex-president Gurbanguly Berdimuhamedov paid a visit to France for the Franco-Turkmen Economic Forum.
