U.S. President Donald Trump has urged the European Union (EU) to impose tariffs of up to one hundred percent on China and India in an effort to pressure Russian President Vladimir Putin to end the war in Ukraine, according to a BBC source. Trump, who previously promised to resolve the conflict on his first day in office, has faced difficulties in brokering peace as Russia has escalated its strikes, including a recent missile attack on Ukraine\u2019s main government building in Kyiv. China and India remain key buyers of Russian oil, a crucial lifeline for Moscow\u2019s economy. The U.S. already imposed a 50% tariff on Indian goods last month, partly over its trade with Russia. Amid escalating violence, Trump also signaled optimism about the U.S.\u2013India trade talks, noting progress with Prime Minister Narendra Modi. Both leaders described their nations as \u201cclose friends and natural partners,\u201d suggesting a thaw in ties after earlier tensions in negotiations.<\/p>\n\n\n\n

This illustrates yet another move by U.S. President Donald Trump, utilizing tariffs as global leverage. India is placed in a difficult spot here. As one of Russia’s largest oil consumers, they provide Russia with steady revenue subsequently funding the war in Ukraine. On the other hand, India has strong ties with the U.S. as they seek technology, defense, and investment partnerships. By pushing for tariffs on Indian imports, the U.S. risks alienating a partial ally. U.S.-India cooperation is key to counterbalancing China \u2013 India’s close neighbor to the North, this deal could degrade relations with India, despite being targeted at Russia. <\/p>\n\n\n\n

President Trump\u2019s request to the EU could play out several ways as it relies on the cooperation of a number of groups. The EU will likely be hesitant to support steep tariffs on India, cautious of WTO challenges and furthering tensions with Russia. India isn\u2019t going to be thrilled either \u2013 Russian imports are crucial to their energy supply and tariffs will only drive up prices. They\u2019ll likely negotiate with both the U.S. and EU to lower tariffs \u2013 specifically on oil \u2013 in an effort to gain some sense of trade stability back. The U.S. and Russia will compete for India’s oil consumption with the U.S. hoping to negatively impact the Russian economy.<\/p>\n\n\n\n

This system of trade provides an exemplary example of how countries can come together to negatively impact others through trade \u2013 even \u201cfighting\u201d a war through trade. This is done through the help of the World Trade Organization, an Intergovernmental Organization (IGO) composed of 166 countries. The WTO sets policy and barriers regarding international trade. If implemented by the EU, the tariffs could face WTO challenges from India and China \u2013 possibly claiming the tariffs as punitive, which is restricted under WTO regulations. This shows why IGOs are essential in developing international laws, regulations, and procedures.
