The violence left dozens dead and hundreds wounded as fighting intensified along the Durand Line, a historically disputed border. Through mediation by Qatar and Turkey, both sides committed to halting cross-border attacks, respecting each other’s sovereignty, and creating mechanisms to prevent future escalations. A follow-up meeting is scheduled in Istanbul on October 25 to discuss enforcement and verification measures. Pakistan accuses Afghan territory of harboring the Tehrik-e-Taliban Pakistan (TTP) and other militant groups responsible for attacks inside its borders, while Afghanistan denies these claims and blames Pakistan for provoking conflict. Despite the ceasefire agreement, skepticism remains high due to deep mistrust, a porous frontier, and the presence of armed groups not bound by the deal. Many question whether either government can maintain control long enough for peace to hold.

This ceasefire is significant as it brings some stability to one of the region’s most insatiable areas. The Pakistan/Afghanistan border, represented by the Durand line, has been contested for decades and is not recognized by Afghanistan. This area is often the target of non-state terrorist groups, such as the TTP and BLA terrorist organizations, which were not directly tied into the agreement. So, while I think long-term peace would bring stability and prosperity between the two countries, it’s hard to imagine this deal will last without direct intervention of the existing terrorist organizations.

To ensure this agreement lasts, Afghanistan may push for more control and enforcement of the TTP and BLA. Without maintaining consistent order in this area, these groups will be free to create territorial conflict as they have done in the past. Pakistan may implement stronger defensive measures to protect from terrorist organization attacks. That said, Pakistani retaliation in Afghanistan, if these groups are to continue with violence, will not be met well by the Afghanistan government. Third party mediators, such as Qatar and Turkey who organized this deal, will be key to maintaining diplomacy between Afghanistan and Pakistan. Their mediation provides a neutral platform to restore relations and build necessary trust.

This dispute can be seen in relation to the realist theory, which emphasizes state power and security in an anarchical global system. Both countries are prioritizing their security and territorial claims over collaboration. While they did come to a ceasefire agreement, their motives were not out of trust, but instead an effort from both sides to temporarily minimize costs while still holding their beliefs and strategic advantages. Turkey and Qatar play roles as 3rd-party actors, mediating conflict and pushing for peace. Ultimately, this ceasefire shows that peace is often a pause between conflict, not a lasting resolution.

Link to Article: https://www.aljazeera.com/news/2025/10/19/what-we-know-about-pakistan-afghanistan-ceasefire-will-it-hold Pakistan and Afghanistan have agreed to an immediate ceasefire after a week of deadly border clashes that began on October 11, 2025.
