The Portuguese Foreign Minister Augusto Santos Silva made the announcement in Maputo on the 20th of January. Silva is on a visit to Mozambique, representing the European Union’s High Representative for Foreign Affairs and Security Policy, Josep Borrell. Portuguese President Filipe Nyusi said, “he was very clear in identifying the areas where increased cooperation in security could immediately benefit Mozambique in the area of military training.” Silva said that he was the bearer of a message of solidarity from the EU to the Mozambican people in the struggle they are waging against terrorism.

I think this could be great for Mozambique, but it makes me a little suspicious of what the European Union could be using this as a mask for. There is no amount of money that Mozambique could have to be able to pay the European Union to train their soldiers, which leads me to believe that the European Union could be trying their hand at becoming a replacement for the United States, which is the current great democratic hegemon. If this is the case, it could be seen as either a good or bad thing for the United States; good if they want to lighten the load on the US’s back by taking some responsibility of the smaller, less significant nations, but could also be considered a bad thing, as it could be argued that the United States shouldn’t give up hegemon.

In class, we were discussing geostrategy and how the European Union might try to move the United States out of the spotlight as democratic hegemon. As I said earlier, there is no possible way that Mozambique can pay back the European Union for training their troops for them, meaning that the European Union is spending out of the kindness of their hearts, which is very unlikely as every nation in the European Union has to agree on the decision in order for it to pass, or the European Union has some other intention for helping. Mozambique is in no strategic spot to have a backdoor through, which only leads me to believe that the European Union is trying to set an image as the new democratic hegemon that the underdogs can now come to for support.

The European Union is considering training Mozambican troops in order to encourage cooperation and step up the war against terrorism in the security area.
