The meeting was a part of the Cotonou Partnership Agreement. This agreement is between the EU and the African, Caribbean, and Pacific countries (ACP). The purpose of the Cotonou Agreement is to fight poverty and begin to integrate the ACP states into the global economy.

During the meeting, the two countries discussed a variety of issues including election reform, food security, education, human rights, and more. Notably, the two discussed details of the European Development Fund (EDF), an aid program focused on the development of ACP countries. At the end of the meeting, both parties stated that they planned on continuing this style of partnership and communication.

The Eu has involved itself with ACP states because it believes that the two groups have mutual interests and values. This might include initiatives such as bringing democratic principles to the ACP countries and establishing trade agreements.

The Cotonou Agreement has four main current areas of focus. The first is overall development. The funding from this section does not come from the EU’s general budget but instead from internal negotiations. The second focus is trade. The EU currently holds trade agreements with all 79 ACP countries. Reciprocity is evident within these agreements; the EU benefits just as the ACP countries do. The third focus is migration, specifically the patterns of immigration. The final main focus area is consultation procedure, which addresses topics such as human rights and democratic principles.

It’s possible that the EU sees Africa as a relatively untapped market for business and/or economic control. Geopolitically, Africa is unique in that its landscape is mostly untouched by industrialization. There is also an abundance of minerals and other natural resources that certainly is attractive to the EU. Overall, the EU likely sees potential for a large return on any time and effort that it’s investing in ACP countries.

Link to article: https://www.liberianobserver.com/news/eu-holds-political-dialogue-with-liberia/ Liberia and the European Union (EU) have met for their 9th EU-Liberia Political Dialogue.
