There were many reported attacks in the North Kivu province’s regions that caused many civilians deaths and injuries, destruction of infrastructure, and deterioration of the existing serious humanitarian situation. Alongside that soldiers from the Congolese national army who took part in the revolt in 2021 are also apart of the M23. The armed groups have been relying more and more on ethnic allegiances, which increased the risk to people living in the isolated part of the North Kivu region. The Human Rights Watch was able to obtain evidence of the the M23 rebels killing and raping those who were attempting to flee the DR of Congo. Those innocent people got caught in the crossfire of the rebel groups and the soldiers.

Analysis: The M23s, a rebel group, emergence since the end of 2021 has given way to a rebel organization which comprises a number of militias in the Democratic Republic of the Congo. The groups were backed by Rwanda and they commited harmful acts such as rape, killing sprees, and other war crimes. Those militias, many of which were rivals, were organized by the shared cultural values. Many attempts over the last decade to disarm M23 militants have failed. The militia group that was fighting the Congolese army, came into being as a result of false promises that the governing body had previously set in place, including an exemption for regular fighters. Yet nothing in the treaties mentioned holding liable those who violated fundamental rights to a high standard. Rwanda accused the DR of Congo of fighting side by side with other rebel forces. I think it’s rooted from the Rwandan Genocide, the M23 is Tutsi led and the FDLR(forces for the liberation of Rwanda) is led by Hutus.

Connection to Class: The formation of the M23 allows us to take a deeper look into the relationship of the two neighboring countries (Rwanda and the DR of Congo). In hopes to kill all the remaining perpetrators of the Rwandan Genocide, Rwanda and Uganda both invaded parts of The Democratic Republic of Congo causing many implications. Over 520,000 people were forced to flee their homes due to the M23 rebel groups. This connects to the class because it overall it created a rocky relationship between The Democratic Republic of Congo, Rwanda, and Uganda due to violent competition between ethnic militias and complex internal interests for the countries.

Link to article(s): https://www.hrw.org/news/2023/06/13/dr-congo-killings-rapes-rwanda-backed-m23-rebels Summary: The article focuses on many aspects of the Human Rights Watch reports, as the Rwandan army expanded there support to the M23 rebel groups for attacks on the eastern part of the Democratic Republic of Congo.
