Following the third Ministerial Meeting in Cairo, the League classified Ethiopia’s recent actions as violations of international norms as well as Somalia’s territorial integrity. At the high-level meeting in Cairo, representatives from several Arab nations unanimously rejected the MoU between Ethiopia and Somaliland. The agreement was signed by Ethiopia’s Prime Minister Abiy Ahmed and Somaliland’s leader Muse Bihi Abdi. The deal includes plans for a military base and a commercial port on the coast line which Somaliland is giving Ethiopia access to. In response to the situation, international bodies such as the AL and the UN have urged Ethiopia to respect the principles of non-interference and territorial sovereignty as they emphasize the need for stability within the Horn of Africa.

Dr. Issa Kayd, Somalia’s Foreign Minister has indicated that the deal might proceed to formalization, despite repetitive international opposition. There is currently a meeting between Ethiopia and Somalia scheduled for September 17. This meeting will be facilitated by Turkey and located in Ankara. The mediation meeting will allow Somalia and Ethiopia to voice their sides of the situation at hand and talk about the future effects stemming from the deal between Somaliland and Ethiopia. Although the outcome of this meeting remains uncertain, it can be safe to say that there will be many consequences to come in the future if this deal goes through.

The Arab League is classified as a Cultural Intergovernmental Organization. This type of IGO focuses on the ethnic, religious, and historical aspects and are open to members along the set cultural lines. Due to the fact that the Arab League consists of 22 countries, most would assume that other states would take their concerns into much consideration. However, due to the fact that Ethiopia is not part of the Arab League and does not consist of a great Arab population, I feel that the consideration of this Arab League warning is minute. On another hand, the headquarters of the Arab League is located in Cairo, Egypt and it just happens to be that Ethiopia and Egypt have been having conflicts for almost a century regarding the Nile River. This goes to show that even though IGOs can have a widespread impact on our international society, there can be circumstances where an IGO’s influence is ineffective.

Link to article: https://allafrica.com/stories/202409130497.html In recent days, the Arab League has heavily warned Ethiopia over its actions which threaten Somalia’s sovereignty.
