Developed through extensive consultation, it focuses on promoting better and non-motorized modes of transport for health, environmental, and social benefits. The plan addresses Africa’s disproportionate road traffic deaths and air pollution-related health issues. It aims to create safe spaces for active mobility, advocate for pedestrians and cyclists, and integrate these modes into policy and investment processes. The initiative aligns with recent international commitments to inclusive and just mobility, targeting improved safety, accessibility, and investment in walking and cycling infrastructure across Africa.

Analysis – The PAAPAM looks to encourage active mobility, the plan aims to reduce one of Sub-Saharans largest issues relating to transportation, the increasing amount of carbon emissions. In large, this plan targets climate change and the impact that Sub-Saharan African countries have on the worldwide issue. On a local level, the plans hope is to reduce vehicular pollution and congestion as well as provided safer and cleaner living conditions in places that are severely impacted by transportation related problems. In addition to the health and environmental benefits that the plan aims to achieve, the PAAPAM also seeks to provide economic advantages for these sub-saharan countries. The plan can reduce transportation costs for citizens and decrease the need for expensive infrastructure. Overall the PAAPAM highlights the promising relationship between global superpowers and developing sub-saharan countries.

Connection – The UN’s involvement in the launch of the PAAPAM showcases the importance of IGOs and the relationship they have with both states and nations. This specific plan is important as it highlights the ability of IGOs and global actors to address world issues such as climate change and sustainable development. The event at the World Urban Forum provides an example of multilateralism, where multiple states/actors come together in order to achieve a common goal. This initiative can also be seen as an exercise of soft power; by promoting active mobility, the UN is advocating for healthy urban living and sustainability.

Article – https://allafrica.com/stories/202411080164.html Summary – The UN has launched the first Pan African Action Plan for Active Mobility (PAAPAM) to address the challenges that Africa has faced with transportation.
