The new mission, the African Union Support and Stabilization Mission in Somalia (Aussom), will replace the previous African Union Transition Mission in Somalia (Atmis). The UN resolution allows for the deployment of up to 12,626 personnel to help in stabilizing the region. But there is definitely uncertainty about Ethiopia’s continued involvement, given the recent tensions between Somalia and Ethiopia over a sea access deal with Somaliland. Somalia has been raising concerns about Ethiopia’s role, and there are calls for Ethiopian troops to be excluded from this particular mission.

The UN’s decision to establish a new peacekeeping mission in in the war-ravaged demonstrates the continued international commitment to supporting Somalia’s fight against al-Shabaab. The mission is very pivotal in addressing regional security challenges, but the involvement of Ethiopian troops remains an issue with much debate. Somalia’s lack of trust in Ethiopia, particularly after the sea access deal, complicates the moves towards peace. If Ethiopia is excluded, other countries like Egypt may step in, which could shift regional power dynamics significantly. The lengthy conflict in Somalia shows the challenges of securing peace in a region with many competing interests. The situation also shows how domestic politics and historical conflicts can have much influence on missions such as this, a lot of the times decreasing effectiveness.

Somalia’s government is likely going to continue using Ethiopia’s involvement in the peacekeeping mission as a sort of leverage to address the Somaliland issue. Somalia may seek to exclude Ethiopian troops, citing sovereignty concerns, as seen in calls from Somali officials. Ethiopia, on the other hand, may argue for continued participation, emphasizing the utmost importance of global cooperation in combating al-Shabaab. The international community, including the UN and contributing countries, may need to mediate between the two countries to ensure the mission’s success. If Ethiopia is excluded, other African nations, particularly Egypt, may step in to fill the gap left by Ethiopian troops, shifting the power dynamics of the peacekeeping mission.

This issue ties into themes of particularly sovereignty, regional security, and the role of international organizations in conflict resolution. Somalia’s decision to exclude Ethiopian troops highlights the importance of sovereignty in international politics and how states use security concerns as leverage in various relations. From a realist perspective, Somalia may view Ethiopia’s involvement in the peacekeeping mission as a potential threat to its sovereignty, while Ethiopia may act based on its own strategic interests in the region. The role of the United Nations and the African Union in mediating these tensions definitely aligns with liberal theories of international cooperation, where organizations act as neutral bodies to create stability and peace.

https://www.theguardian.com/world/2024/dec/28/un-authorises-new-mission-against-al-shabaab-in-somalia The United Nations has authorized a new peacekeeping mission to assist Somalia in its ongoing battle against the militant group al-Shabaab, which has been very active in the country for years now.
