The International Monetary Fund stated this on Tuesday. Rwanda-backed M23 rebels have had unprecedented advance in eastern Congo this year, triggering a new cycle of violence in this conflict that has dragged on for decades in a region rich in minerals including tantalum and gold. These rebels seized Goma, eastern Congo’s largest city, in Late January and Bukavu, which is the area’s second largest city. The closure of revenue collection offices in M23 controlled regions have led to a revenue shortfall, the IMF stated after a visit to Congo’s capital Kinshasa.

Elevated security spending has also put pressure on this budget, stated the IMF. The UN and Western governments has said that Rwanda has provided arms and troops to M23. Rwanda denies backing the M23 and says its military has acted in self-defense against Congo’s army and a militia founded by those involved in the 1994 genocide. Essentially, this article discusses the continuation of the fighting within the Congo between the Congo military and the M23 Rwanda-backed militants. The IMF provides the Congo with economic and financial assistance however with the growing of conflict the assistance has been strained.

This article discusses and perpetuates the regional conflicts and cleavages found all over the world. Ethnic cleavages within South Africa lead to civil wars and human atrocities. The IMF, an NGO, has attempted to provide financial support to the Democratic of Congo’s government to help them in their battles with the M23 rebels who are backed by neighboring Rwanda. Human rights within The DRC are little to none. The Military and government can’t provide these rights to their citizens within the country, and little is being done to support them. However, the IMF has reached a preliminary deal with the DRC government for funds.

Link to Article: https://www.reuters.com/world/africa/imf-reaches-preliminary-deal-with-congo-fund-says-2025-05-13/ An escalation of fighting in Democratic Republic of Congo has strained the Central African country public finances.
