However, loyalist forces counter attacked the coupists with assistance from Nigerian and Ivorian troops, utilizing their air and land assets to neutralize the escaping soldiers. Both sides sustained casualties according to the government, however, no casualty totals were released. In addition, several arrests were made; however, Colonel Tigri escaped. A standby force was developed by the Economic Community of West African States (ECOWAS) to assist with stabilizing the situation.

The coup attempt in Benin exemplifies the increasing instability of many democracies in West Africa, including those such as Benin that have experienced relatively stable governments over the past 20 years. Political tensions associated with upcoming presidential elections scheduled for April 2016, and increasingly frequent coups in neighboring states, provided the opportunity for this mutiny to occur. Rapid intervention by Nigeria indicates that Nigeria has significant interest in maintaining stability at its borders. Additionally, the inconsistent response of ECOWAS to previous coups has significantly reduced the deterrent effect of ECOWAS and increased the likelihood of similar occurrences in other west African states.

Following this incident, Benin should establish a transparent inquiry into the actions taken during the attempted coup and take measures to avoid excessive retaliatory action against members of the military, which may lead to further resentment among the military. To re-establish credibility, ECOWAS should also adhere to a consistent standard of response. Nigeria and Côte d’Ivoire should continue to provide coordinated security support, while promoting greater dialogue within Benin’s political parties to reduce the risk of future instability.

This event relates to the global politics topics of legitimacy, sovereignty, and regional governance. Coups represent direct challenges to state legitimacy, while the involvement of ECOWAS and Nigeria raise issues regarding collective security and the application of hard power by regional powers to protect democratic institutions.

link A brief attempted coup occurred in Benin when armed soldiers, identifying themselves as the “Committee for Refounding”, invaded the country’s national television facility early Sunday morning to proclaim that they had removed president Patrice Talon. The committee was led by Lieutenant Colonel Pascal Tigri; he is a former member of President Talon’s personal security team.
