Cuba’s foreign minister says that U.S. Secretary of State Marco Rubio is pursuing a personal agenda against Cuba and Venezuela, acting more aggressively than President Trump’s stated goal of peace.  While Trump presents himself as an advocate for diplomacy, Rubio has pushed sanctions, visa restrictions, and military pressure, including U.S. actions near Venezuela, which Cuba sees as destabilizing.  Cuban officials warn these measures could have serious, unpredictable consequences for the region.  Despite tensions, Cuba claims it is open to working with the U.S. and continues cooperation on issues like counterterrorism and migration, hoping for a less hostile relationship moving forward.

The Cuban minister believes that the U.S. is working in two separate ways due to its bipolar State Department and emphasizes the need to stop the Secretary of State from focusing on his personal problems.  It shows how Rubio is misusing his power based on his own interests, suggesting possible corruption within the U.S. government.  This can then lead to confusion of U.S. allies, causing distrust in the long run.  It may also create unnecessary conflicts for the U.S. since these personal interests may not directly align with the state.  It puts into question if these ongoing conflicts such as the ones with Venezuela started more due to Rubio’s personal interests or U.S. interests.  This could greatly affect how others see the U.S., debating whether they should be a top power which could then lead to resentment and alliances breaking off.

The U.S. government could work to stop the actions of Rubio, which could hopefully lead to better cooperation between them and Cuba.  They could also allow Rubio to keep moving forward with his interests, causing potential confusion over what side the U.S. is on for certain topics.  It is seen that the best option is to control Rubio’s actions because it seems to be hurting relationships with other countries and creating conflicts that may have not been necessary.  Cuba’s growing distrust could allow them to back away from this relationship with the U.S., but they know, due to the U.S. being a superpower, they will want to keep a tight relationship with them for as long as possible.

This relates to class because it emphasizes Rubio’s approach of offensive realism and how he is taking initiatives such influencing actions to be taken on Venezuelan drug boats and also pushing for military pressure on Cuba.  It brings in the idea of classical realism and how Rubio is acting this way to seek power and also due to his greed from past interactions with Cuba.  He is looking out for his own interests and wants to get back at Cuba for becoming a communist state, forcing his parents to migrate in the late 1950’s.
